Thus, total compensation was about 16 percent higher, on average, for federal workers than for similar private-sector workers, indicating that the government spent about 16 percent more on total compensation than it would have if average compensation had been comparable with that in the private sector, after accounting for differences in those characteristics. In part because employees appear to value wages and benefits differently, comparisons of total compensation are

an incomplete indicator of the government’s ability to recruit and retain a qualified workforce. In this analysis, benefits are measured in terms of the cost that employers incur in providing them, which might not match the value that employees place on benefits.
