ABSTRACT

In this paper we presentabout the e-commerce and for E-Governance of Uttarakhand. It shows procurementfacilitate by e-markets as it can be used in prospect for different stateorganization. A model to facilitate e-procurement is discussed in detail forthe different business and government applications of the state.

INTRODUCTION

Electronic travel/tourism management system is an internet-based system that operates on an Application Service Provider basis. We can design total-online or semi-online applications for this model. The latter is needed because in much sub-district level government offices and many vendors of semi urban or rural areas have poor internet connectivity [6]. Uttaranchal/Uttarakhand Tourism - Uttaranchal now Uttarakhand became the 27th state of the Republic of India in November 2000. Carved out of the state of Uttar Pradesh, Uttaranchal mainly comprises the hilly regions of Uttar Pradesh. The state borders Himachal Pradesh in the north-west and Uttar Pradesh in the South, and has international borders with Nepal and China. The new state of Uttrakhand came into being on 9th November 2000, in accordance to the Uttar Pradesh reorganization Act, 2000. The new state of Uttrakhand has been formed out of the existing twelve hill districts of Garhwal and Kumaon division. In addition one more district of Haridwar has been included in new state of Uttrakhand. The state borders with Nepal and Tibet on the east, Central Himalayas on the north, Haryana and Himachal Pradesh on the west and northwest respectively. The region in conspicuously different from the plains of Uttar Pradesh due to its topography, soil, climate, relief, vegetation, language, culture and historical background. Geophysically the state has four Mountain Zones namely Foot hills, Lesser Himalayas, Greater Himalayas and Trans-Himalayas. The mountains are covered with perpetual snow and glaciers and have gifted the north India a perennial river system of the Ganga and its tributaries.

REVIEW OF LITERATURE:

Science and Technology Programmes for Socioeconomic Development:

The department has been playing a pivotal role in promotion of Science and Technology for socioeconomic development. Flagship programmes under the societal initiative are Science and Society programmes, Special scheme for Tribal populations and Scheduled castes, Technology and Entrepreneurship Development, Science communication and popularization and state S&T programme. A major focus of these programmes has been referencing of technologies to the social contexts in which these technologies need to perform, replication of technologies in states through synergy with state S&T councils, active promotion of entrepreneurship based on technology and attracting and nurturing young talent to science and nurturing a scientific temper among citizens of our country. Uttaranchal/Uttarakhand) blessed with magnificent glaciers , majestic snow-clad mountains, gigantic and ecstatic peaks, valley of flowers, skiing slopes and dense forests, this Abode of Gods includes many shrines and places of pilgrimage. Impact analysis in form of Costs and Benefits:

System costs are not easy to calculate in advance but we can propose to estimate the cost in five figures than seven figures as earlier. These costs includes the construction of tender documents in online/offline form; maintenance of the portal to serve documents and receive bids; and the cost of maintaining data security [8-9]. There has also been a one-time cost in the creation of a set of kiosks that support the 'semi-online' mode of operation in rural or semi urban areas. However, as noted below, these costs are not charged to government, but can be recovered from business users based on Public – Private model. E-governance proposal in Uttarakhand In the state, maintaining pace with the global world, the Government is drawing up a comprehensive programme to ensure that the benefit of e-governance reaches all sections of the society and economy. Various IT activities, such as development of software applications packages, creation of e-governance infrastructure, databases, digital/educational content, etc., in e- governance domain, are part of Government’s strategy in driving the IT penetration in Government offices [1, 2]. E-Procurement sculpt for Uttarakhand E-Procurement will be a comprehensive e- infrastructure, that will help the government and the citizens realize the vision of fuelling growth via profitable B2B e-commerce. It will enable trade between companies of different sizes, platforms and locations within state, India and outside world. E-Procurement model will provide services like e-procurement, e-tendering, e-selling and e-auctions. This proposed online system will provide information about all aspects of procurement for the state government, including vendor registration, tender preparation, tender upload, tender document purchase, bid preparation, bid submission, bid evaluation, bid comparison, and tender award. Publicly-available aspects include information relating to tender notices and tender awards, with the name of the successful bidder, nature of work, and the winning bid. For authorized senior government officials only, there is information relating to issues such as budget versus spend data, and details of bids submitted in a tender. In future it will help authorized users to track progress of contracts and payments.

CONCLUSION:

In this paper we found that e-commerce helps in modernizing government functions. “It focuses on better services for citizens and businesses and more effective use of the government’s information government.
